About TsAODM

The archive was formed beginning in 1921 as the Commission to Collect and Study Materials for the History of the October Revolution. Before July 1990 the Moscow Party Archive was a branch of the Institute of Marxism-Leninism (IML) under the jurisdiction of the Institute of Party History of the Moscow City and Oblast Committees of the CPSU. As presently organized, the archive was reestablished under municipal archival administration as TsGAODM in November of 1991 and as TsAODM in 1993.

In January 2005 according to decree of Moscow Government the Central Archive of Social Movements of Moscow (TsAODM) was renamed the Central Archive of Social-Political History of Moscow (Tsentral’nyi arkhiv obshchestvenno-politicheskoi istorii Moskvy - TsAOPIM). The Central Archive of Literature and Art of Moscow (TsALIM) was abolished according to the same decree, and some of its documents related social organizations were transferred to TsAOPIM (9 fonds).

The archive holds the records of Communist Party and Komsomol organizations of Moscow and Moscow Oblast. Records of CPSU ruling agencies are represented by the records of the Moscow City CPSU Committee (MGK KPSS) and the Moscow (Oblast) Committee of the CPSU (MK KPSS), and their predecessors. There are also records of raion Party committees (raikom), Party cell records from local institutions and organizations, and other related local Party organizations. These include editorial records of Party journals and publishing houses as well as records of local CP educational and research institutions.

The archive also retains records from Moscow organizations of the Komsomol (VLKSM), including the Komsomol newspaper Moskovskii Komsomolets and the Youth Tourist Bureau Sputnik.

After the attempted August 1991 coup the archive took over the massive current records of all local Moscow Party organizations, which are still being processed. Statistics are still estimates about the quantity of fonds and files involved.

Since 1992, the archive has started to collect records of other social movements and political parties in Moscow.

Access

Only a small portion of the records have been declassified, particularly those from the years 1917 through 1945.

  A fifth-volume guide, organized by subject matter, to fonds in all of the Moscow municipal archives (Mosgorarkhiv, now Glavarkhiv Moskvy). In each case for the post-1917 period coverage includes records of related Communist Party organizations in TsAOPIM (former TsAODM). Each volume includes indexes of personal names, place names, and institutions, as well as lists of fonds by number in each archive.
  The first volume covers records of major local municipal, raion, and oblast CP and Komsomol agencies in TsAODM (now TsAOPIM).
  The second volume covers records of CP organizations in municipal agencies in economic and commercial spheres with separate rubrics for statistical and planning agencies, banks, credit societies, and insurance companies, agencies involved in trade and commerce, agriculture and forestry, and cooperatives.
  The third volume covers records of agencies and organizations in the fields of education, culture, art, music, theaters, museums, and architectural monuments; health services, physical culture, and sports; and social service and charitable agencies.
  The fourth volume comprises separate divisions covering CP and Komsomol records of transportation, communication, and construction agencies, as well as housing and communal services, among others.
  The fifth volume covers records of social organizations, trade and professional unions, and political parties, including new political and social movements of the post-Soviet period.
  The earlier announced sixth volume never appeared and is now not expected.
